Why guarantees?
Guarantees—financial instruments that transfer specific risks from investors to a guarantor—are among the most powerful levers to scale private investment for climate action in emerging markets and developing economies (EMDEs). They unlock private capital, reduce costs for borrowers, and build local financial capacity over time.
The GGG was announced at COP28 and launched in March 2024. By establishing the GGG, Germany and Nigeria have initiated the dialogue and made tangible progress in addressing persistent challenges in the use of guarantees for climate finance — in particular, to unlock their full potential in mobilizing private capital for emerging markets and developing economies (EMDEs).
The GGG, supported by the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN) and the Nigerian government, provides political leadership, strategic vision, and a high-level convening as well as expert exchange function. The European Climate Foundation (ECF) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) serve as the GGG’s Secretariat. Climate Policy Initiative (CPI) is the technical partner.

The GGG Guarantee Directory is the first publicly accessible, centralized database of green and climate-aligned guarantee instruments offered by public and private institutions worldwide. It enables project developers, financial institutions, and governments to discover, compare, and access guarantees that can help unlock capital for climate investment in emerging markets and developing economies (EMDEs).
