The Green Guarantee Group (GGG) brings together governments, multilateral development banks (MDBs), the private sector, civil society, and a Wise Persons Group to chart a path toward greater uptake of guarantees.

Our Impact

Since its launch, the GGG has helped raise the visibility of guarantees as a central instrument for mobilizing private capital for sustainable development.

In 2024/2025, the GGG organized several events on green guarantees across three continents in the framework of major international fora, bringing together more than 400 participants.

The GGG has contributed to growing international recognition of guarantees in climate and development finance discussions, supported dialogue on key policy barriers, and launched the GGG Guarantee Directory as a public tool to improve market transparency.

Governance structure

The GGG operates through a governance structure designed to combine political leadership, expert input, and technical implementation.

The platform is led by Mr Lars- Hendrik Röller and Mr. Faruk Yusuf Yabo, supported by the Secretariat and technical partner. Its work is informed by the Wise Persons Group and the Technical Expert Group, which provide strategic guidance, sectoral expertise, and practical input on barriers and solutions related to guarantees.

Co-Chairs

The GGG is chaired by professor Lars-Hendrik Röller, Chairman of the Berlin Global Dialogue and former Chief Economic Advisor to Chancellor Angela Merkel. Since March 2025, Nigeria has served as Co-Chair, represented by Mr. Faruk Yusuf Yabo, Permanent Secretary of the Nigerian Ministry of Solid Minerals Development.

Secretariat

The European Climate Foundation and Deutsche Gesellschaft für Internationale Zusammenarbeit serve as the GGG Secretariat. The Secretariat supports the high-level engagement and political outreach of the Chair and Co-Chair, coordinates the GGG’s core bodies, and oversees delivery of key activities, including events, stakeholder engagement, knowledge exchange, and communications, and technical and analytical workstreams that support the implementation of the GGG recommendations.

Technical partner

Climate Policy Initiative serves as a high-level advisor and technical partner to the GGG. CPI supports the development of analysis, recommendations, market intelligence, and technical content related to the use of guarantees for sustainable development finance in EMDEs.

Wise Persons Group

The Wise Persons Group plays a central role in guiding and amplifying the GGG’s agenda. It brings together senior leaders from international organisations, development finance institutions, private finance, policy institutions, and the broader sustainable finance ecosystem. Members provide strategic guidance, support political outreach, contribute thought leadership, and help advance implementation of the GGG’s recommendations across countries, institutions, and global fora.

Chair

Lars-Hendrik Röller

Lars-Hendrik Röller is the Founder and Chair of Berlin Global Dialogue and a Professor of Economics at ESMT Berlin. He is further the Chair of the Green Guarantee Group. He previously served as Chief Economic Advisor to former German Chancellor Angela Merkel, as well as a G7 and G20 Sherpa. Prior to that, Röller was the Chief Competition Economist at the European Commission (2011-2021).

Faruk Yusuf Yabo

Prior to his role now in the Solid Minerals Ministry, Faruk was Permanent Secretary of the Nigerian Ministry of Communications, Innovation and Digital Economy. He began his career in the Federal Ministry of Power in 2002, rising to the position of Director in 2020. In 2022, he was appointed Permanent Secretary of the Special Duties Office, Office of the Head of the Civil Service of the Federation, where he led digital transformation initiatives. He has held various national and international roles in the energy sector, including serving as Nigeria's National Focal Person for the UN Sustainable Energy for All (SEforALL) initiative and the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) from 2015 to 2020.

Morgan Després

Morgan Després is Executive Director for international climate finance, land use and net zero macroeconomy at the European Climate Foundation (ECF). Mr Després joined the ECF after 18 years working in the French official sector on financial stability and international and European financial regulation issues most recently as Director of Strategy at the Banque de France. He was the founding head of the Secretariat of the Central Banks and Supervisors Network for Greening the Financial System (NGFS).

Technical advisor

Barbara Buchner

Dr. Barbara Buchner is CEO of Climate Policy Initiative and a leader in climate finance, advising policymakers and institutions on climate, energy, and land use investment. She leads the Global Innovation Lab for Climate Finance, which has mobilized over USD 5 billion, and oversees key CPI publications including the benchmark Global Landscape of Climate Finance reports. A Reuters “Trailblazing Woman in Climate,” she has shaped and informed major international climate finance discussions. Barbara holds senior academic and advisory roles across global institutions and expert groups. Previously, she worked at the IEA and FEEM. Now based in San Francisco, she holds a PhD in Economics from the University of Graz.
